As of a few years ago, whites are no longer required for 4-H Showmanship competitions, but they do tend to give a better impression on the judge. If you want to wear 4-H whites, this is what you should be wearing:
~Either dark jeans or white jeans. White is preferred.
~Plain white button-down top. Long sleeves are a requirement, short sleeves are disqualifying for safety reasons.
~4-H scarf or tie. It should be pinned down with safety pins so that it doesn't flop around.
~4-H hat, pinned down with bobby pins.
~Boots or sneakers, ideally not something super brightly colored.
~No jewelry. Small earring studs are okay.
~No makeup.
~No nail polish.
~Hair neatly tied back and out of the face. For long hair, a neat bun is ideal.
~Belt is optional.
~If you have won a belt buckle in a showmanship competition in the past, it's nice to wear the buckle!
For ARBA-organized Showmanship competitions, you will not necessarily want to wear whites. Some judges don't care whether you wear whites or the appropriate clothes. However, some judges mark people down for wearing 4-H whites in ARBA Showmanship. This is because the judge feels that the contestants should be dressed professionally, but not in whites because the event is not run by 4-H.
This is what you should wear for an ARBA Showmanship competition:
~Dark pants, ideally jeans.
~Plain top, ideally not brightly colored. Long sleeves are a requirement, short sleeves are disqualifying for safety reasons.
~Dark colored apron, which can often be purchased from KW cages. This is optional but seems professional.
~Or, optionally, some kids wear an ARBA lab coat. I don't do this because of pee-stains showing up more easily than a dark apron, but it's perfectly acceptable. Whatever floats your boat. :)

I've never been in FFA, so I don't know what the exact uniform requirements are, but check with your FFA leader if you have any questions about attire. The same rules of no makeup, no jewelry, and having neat hair apply.
